What it's like to live in Paignton
Paignton is a seaside town on the Devon coast, part of Torbay, with around 64,000 people and a proper working-town feel rather than a holiday postcard. It suits families and anyone who wants the sea on the doorstep without big-city prices or pace. Victoria Park and the wide lawns of Paignton Green are minutes from the centre.
"I'd move here" adds Paignton to the areas on your listing, so homes here are matched to you first.
Paignton sits on Torbay, the sheltered stretch of South Devon coast often called the English Riviera. It is one of three towns in the Torbay council area, with Torquay about two miles north and Brixham further round the bay. Exeter and the wider South West are reached up the A380 and the main rail line.
People move here for the combination of coast and convenience. You get a beach, a harbour town and open green space, but also a full town centre, a railway station and a bus station, rather than the isolation that comes with many seaside places. For tenants swapping from a city, that mix is usually the draw.
It is honest to say Paignton is a town of contrasts. Some parts are smart and settled, others are more worn, and the local economy leans on tourism and services. But the postcode covers a large, varied area, so it is worth looking at the specific street as well as the town name before you commit to a swap.
Swapping to Paignton: key facts
Can I swap my council or housing association home to Paignton?
Yes, if you are already a council or housing association tenant. Mutual exchange means swapping homes with another social tenant, so it does not depend on the council waiting list: you need a tenant in or near Paignton who wants your area, and both landlords must agree. Landlords have 42 days to decide and can only refuse on set legal grounds.
How long is the council housing waiting list in Paignton?
1,819 households were on the Torbay housing register on 31 March 2025, up 11% on a year earlier. 307 social homes were let through the council in 2024 to 2025, roughly 5.9 households for every home let. What is housing like in Paignton and who lives there?
Housing in Torbay leans heavily private. Just 8.3% of homes are socially rented, well under the England figure of 17.1%, and almost all of that is housing association rather than council stock. Owner occupation sits at 64.1% and private renting is high at 26.6%, reflecting the seaside and holiday economy.
The biggest social landlords in the area are Sanctuary Housing Association with around 2,672 homes, Westward Housing Group with 1,578, LiveWest with 491, Sovereign Network Group with 398 and Aster Communities with 140. Average weekly social rents for 2024/25 are about £91 for a one bed, £106 for two beds and £119 for three. Torbay's housing register held 1,819 households at the end of March 2025, with 307 social homes let through the council in 2024-25 — a reminder that a mutual exchange can be a realistic route when direct lets are limited.
The population skews older than England as a whole: 26.7% are 65 or over and 15.9% under 16, so expect a quieter, more settled feel in many streets.

Council waiting list and lettings
Households on the register by the size of home they need.
That is roughly 5.9 households waiting for every social home let in a year. Mutual exchange doesn't use the waiting list: if you already have a council or housing association home, swapping with another tenant can be a quicker way to move to Paignton.
A register counts households who have applied, so it isn't a simple queue: some are already social tenants hoping to transfer, and people can be on more than one council's list.

How do you get around Paignton?
Paignton is well served for a town of its size. Paignton station is around a quarter of a mile from the centre, with Paignton Queens Park alongside it and Goodrington Sands less than a mile south. Torquay and Torre stations are both within three miles, so you have options along the bay.
Paignton Bus Station sits right in the town centre, about a hundred metres from the main shops, which makes bus travel genuinely practical rather than an afterthought. Foxhole Hub is less than a mile away and Torquay Coach Station is within three miles for longer-distance journeys.
By road, the A380 links the bay towards Newton Abbot and Exeter. Driving is straightforward outside the summer months; in peak holiday season the roads in and out of Torbay and the seafront parking get busy, which is simply part of life here.
On foot, the central part of town is flat and compact, with the station, bus station, supermarkets, pharmacies and library all within a short walk. Away from the centre the land rises, so some journeys involve hills.

What is there to do in Paignton?
The seafront does a lot of the work. Paignton Green, split into north, central and south stretches, gives you open grass between the town and the sand, and Goodrington Sands is a short train ride or walk down the coast. Victoria Park and Torbay Park add green space closer in.
Indoors, Vue Torbay cinema is under half a mile from the centre, and there are two gyms within easy reach: Third Space Fitness nearby and The Gym about a mile and a half out. What is work and the local economy like in Paignton?
Across the Torbay council area, 50.4% of adults are in work, below the England figure of 57.4%. Unemployment is recorded at 2.9%, lower than the England average of 3.5%, and 3.3% of 16 to 64 year olds were claiming unemployment-related benefits in September 2026, against 4% nationally. The gap is largely explained by the age profile: more than a quarter of residents are 65 or over.
In practice, that means a local jobs market shaped by tourism, hospitality, retail, care and health services, with seasonal swings over the summer. If your work is seasonal or part-time, you will find company here; if you need year-round specialist work, be realistic about looking further afield.
Torquay is two miles away and reachable by train or bus, which widens the options without a car. The main rail line and the A380 also put Newton Abbot and Exeter within commuting distance for those who can travel further. Mount Stuart Hospital is within three miles and is one of the larger employers nearby.
Figures are for the Torbay council area, Census 2021 and ONS claimant count.
How safe is Paignton?
Like every town centre, Paignton has police incidents logged each month. In August 2026 there were 299 within about a mile of the centre, made up of:
Source: data.police.uk street-level crime. Counts cover a fixed one-mile radius around the centre, so busy high streets and stations always record far more than the residential streets around them, and most incidents are minor. Compare like with like: a similar-sized town centre, not a village.
Is Paignton a good place for social housing tenants?
If Paignton looks like the right fit, the next step is straightforward. Put your own home on Mutual Home Exchange with clear, honest photographs and a description that covers the number of bedrooms, the floor it's on, heating, garden or parking, and anything a swapper should know before they travel.
Then add Paignton as a desired area. You can set more than one area, so it is worth including Torquay or Brixham if you would consider anywhere around the bay, and naming the TQ3 postcode district if the town centre is what you're after. The more areas you add, the more chances of a match.
Before you agree anything, visit. Walk from the property to the bus station, the station and the nearest school, and see what the street feels like on a weekday as well as a sunny Saturday. Then check with your landlord and the other tenant's landlord that both sides are eligible, and get written permission before any move. A good swap is worth taking your time over.
