Every council and housing association that legally lets social housing in England has to be registered with the Regulator of Social Housing, the government body that oversees the sector. The list below is that official register - every organisation on it has met the regulator's standards for how they're run and how they treat their tenants.

If you're considering a mutual exchange, it's worth checking your prospective swap partner's landlord against this list before you get too far into arranging anything. A registered provider is legally accountable to the regulator, has to follow set consumer standards around repairs, safety and how they handle complaints, and - unlike an unregistered private landlord - can't simply refuse a mutual exchange without a valid, legally recognised reason.

You'll find a mix of organisation types here. Local authorities are councils that still directly manage their own housing stock, rather than having transferred it to a housing association. Housing associations are independent non-profit landlords - some manage a handful of properties in one town, others operate nationally across tens of thousands of homes. A smaller number are charities or almshouses, often with a long history and a specific local or charitable remit that predates the modern social housing system entirely.
