What it's like to live in Colne
Colne is a hillside market town of around 17,900 people in Pendle, east Lancashire, sitting right on the edge of the Pennines. It is a proper northern town: stone terraces, a long main street, steep lanes and big skies. It suits families and anyone who wants town amenities without city prices, with Alkincoats Park and Ball Grove Park close by for green space.
"I'd move here" adds Colne to the areas on your listing, so homes here are matched to you first.
Colne sits at the eastern end of Pendle in Lancashire, where the town gives way to open moorland. Nelson is the closest neighbouring town, around two and a half miles away, and Barrowford and Trawden are a short hop in the other directions. Burnley and the wider East Lancashire towns lie further down the valley.
People move here for a few straightforward reasons. Housing costs are low compared with much of the North West, the countryside starts at the end of the street, and a town of fewer than 18,000 people still has a railway station, a bus station, a library, a health centre and four or five supermarkets. That mix is unusual and it is the main draw.
It is also a town with a settled feel. The wider Pendle area has slightly more children and slightly fewer working-age adults than England as a whole, and families tend to stay put. If you want somewhere smaller than a city but with more going on than a village, and you do not mind hills and Pennine weather, Colne is worth a serious look.
Swapping to Colne: key facts
Can I swap my council or housing association home to Colne?
Yes, if you are already a council or housing association tenant. Mutual exchange means swapping homes with another social tenant, so it does not depend on the council waiting list: you need a tenant in or near Colne who wants your area, and both landlords must agree. Landlords have 42 days to decide and can only refuse on set legal grounds.

That social share is below the England figure of 17.1%, so social homes here are in demand and tend not to sit empty.
Rents are low. Average weekly social rents in Pendle for 2024/25 were about £81 for a one bed, £93 for a two bed and £106 for a three bed. Council waiting list and lettings
Households on the register by the size of home they need.
That is roughly 9.3 households waiting for every social home let in a year. Mutual exchange doesn't use the waiting list: if you already have a council or housing association home, swapping with another tenant can be a quicker way to move to Colne.
A register counts households who have applied, so it isn't a simple queue: some are already social tenants hoping to transfer, and people can be on more than one council's list.

How do you get around Colne?
Colne has its own railway station, around three quarters of a mile from the centre, and it is the end of the line, so trains run down the valley through Nelson and onwards. Nelson station is about two and a half miles away if you need an alternative. Services from a branch line are not frequent in the way a city line is, so check times before you commit to a commute by rail.
Colne Bus Station is right in the town centre, within a few minutes' walk of the shops, the library and Boots. Nelson Interchange, two and a half miles away, widens the options for routes across Pendle and Burnley. For many households here the bus is the main way of getting to work, college or the hospital.
By car, you are on the eastern edge of the East Lancashire road network, with Nelson and Barrowford a short drive and the Pennine roads heading over into Yorkshire. Walking around the town itself is realistic for central errands, but Colne is built on a slope and some of the climbs are steep. Parking is easier than in a bigger town.

What is there to do in Colne?
Green space is Colne's strong suit. Millenium Green is closest, half a mile out, and Alkincoats Park sits under a mile from the centre with Ball Grove Park about a mile away. Marsden Park and Barrowford Park are both within two miles. Between them you get playgrounds, woodland and walking routes, and the moors beyond the town are on your doorstep.
The pub scene is the other obvious thing. The Commercial, The Union Exchange, the Red Lion, the Royal British Legion and The Duke of Lancaster are all in or beside the town centre, so a night out does not need a taxi home. Colne Library is a free and useful place to spend time, especially with children.
For exercise indoors, Intershape Fitness is in the town centre and there is a PureGym about a mile and a half away. Trawden Community Library, a mile and a half out, is a reminder that the villages around Colne have their own small hubs worth exploring. What is work and the local economy like in Colne?
The employment picture across the Pendle council area is a bit tighter than the national average. Around 52.7% of adults are in work, compared with 57.4% across England, while unemployment sits at 3.2% against 3.5% nationally. The more recent benefit claimant figure is higher than the England average, at 5.6% of 16 to 64 year olds compared with 4%. These are council-area figures, not Colne alone.
In practice that means a lot of households here look beyond the town for work as well as within it. Local jobs come from the town centre shops and supermarkets, schools, health services including Pendle Community Hospital, and the smaller businesses that line the main street.
The bus station and railway station matter here. Nelson is a short ride away and the wider East Lancashire towns are reachable by bus or car, which widens the job search considerably. If you are moving with work already lined up, check the journey honestly at the times you would actually travel: a branch line timetable and a hilly town can make a short distance feel longer than it looks on a map.
Figures are for the Pendle council area, Census 2021 and ONS claimant count.
How safe is Colne?
Like every town centre, Colne has police incidents logged each month. In August 2026 there were 154 within about a mile of the centre, made up of:
Source: data.police.uk street-level crime. Counts cover a fixed one-mile radius around the centre, so busy high streets and stations always record far more than the residential streets around them, and most incidents are minor. Compare like with like: a similar-sized town centre, not a village.
Is Colne a good place for social housing tenants?
If Colne looks like the right fit, a mutual exchange is often the most realistic route in. Swapping means you and another tenant trade homes, with both landlords giving permission, rather than waiting your turn on a register.
Start by listing your own home properly. Be honest about the size, the floor it is on, the heating, the garden or lack of one, and anything that needs doing. Add clear photographs in daylight. Tenants looking to move to your area want to picture themselves there, and a thin listing gets skipped over.
Then set Colne as a desired area. If you can stretch your search to Nelson, Barrowford or Trawden, do it, because the pool of possible matches gets much bigger and you stay within easy reach of the same schools, parks and the bus station. Say in your advert what you are looking for and why Colne appeals, whether that is a particular school, being near family or wanting to be close to the Pennines.
After that it is patience and replies. Message people whose homes suit you rather than waiting to be found, and check tenancy type and any rent difference before you agree anything.
